Document recovered by Timbur Deep city guards during suppression of civil disturbance in the Slums in the year 719 CR. The document itself is undated and unattributed, it is assumed the author either died during the disturbance or fled the city.
Declaration
This declaration explains that this Kingdom was founded in the shadow of the Empire. Our purpose was and is for the progress, upliftment, and freedom of our people. We band together to liberate the oppressed brothers and sisters, to stand against those who seek to deny our right to the city’s spoils, and to create a space for acceptance of our people. In order to achieve our goals, we hereby establish these laws, rules, and conventions for the good of our brothers, our sisters, and our Kingdom. The undersigned is hereby invited to join this Kingdom, our cause, and become an agent of change. If the knight is unable to sign, a blood oath may be substituted instead.
By signing this document, the knight agrees to abide by our rules without question.

Laws of the “Kingdom”
The right hand is the dominant hand and will always be displayed in front of the left.
Members should never sit with their legs crossed.
Members should never fight one another.
Members should never participate in witchcraft or commune with spirits.
Members are required to obey the instructions of those above them.
Members are required to pass one-fifth of their earnings to those above them. In turn, those members will pass one-fifth of these earnings to their superiors.
Members are not to disrespect the cartels or their agents.
Members are not to disrespect the Merchant Houses or their agents.
Members are not to cooperate with agents of the Empire.
Members are required to retaliate against other Kingdoms which may encroach on our territory.
Members are to protect their local streets. Members are to ensure collection of payment for this protection.

Guard Captain’s Statement
Organized gangs don’t write manifestos; this trash was probably written by one of the anarchists as an attempt to sew [sic] conspiracy within the city. Send it to the Legion scryers. Maybe they can use it to find those responsible so we can finally end this.
